The mission of the University of California Education Abroad Program (UCEAP) is to equip UC students with the knowledge, understanding, and skills for work and life in a globally interdependent and culturally diverse world. Since 1962 UCEAP has served as the UC systemwide international exchange program, providing the opportunity for students to become international citizens and global thinkers, equipping them with the understanding and skills necessary for success in the global marketplace. UCEAP is the largest study abroad program in the U.S., serving all UC campuses with over 4,500 student participants annually in 39 countries and has contractual agreements with over 120 institutions. Operating budget exceeds $35 million with approximately $10 million in budgeted home office expenses and $15 million internationally.

The Finance Director oversees and implements financial planning, accounting, reporting and management practices at the senior professional level. Conducts analyses of finance issues, provides potential solutions and advises senior leadership on business and financial matters. Responsible for long-term financial and strategic plan forecasts; involved in building financial models that aid in planning and decision making. Participates on committees and special purpose meetings, projects and strategic initiatives for developing policy that has financial impact on UCEAP. Works closely with senior leadership, international study center directors and campus staff at 10 locations in coordinating the administrative budget process. Coordinates funding for strategic initiatives including revenue sharing, the distribution of over $1 million in scholarships and manages foreign currency transactions exceeding $7 million annually. Responsible for the planning and oversight of UCEAP's expense recording and budget operations, budgetary allocation transactions and database development in order to provide enhanced financial oversight.

Responsible for ensuring fiscal activities adhere to UC policies and guidelines. Serves as the primary audit liaison, works closely with budget and finance staff from UC Office of the President (UCOP), UC Office of the Treasurer, Student Financial Aid Offices and senior UCSB Budget & Planning, and Accounting staff. Manages the Budget and Finance unit (12 employees) as well as Administrative Services (2.5 FTE employees); supervises the work of a Senior Budget Analyst and three section supervisors.

Qualifications: Extensive financial experience with a minimum of five years of progressive responsibility managing administration and fiscal operations of a complex department with many account/fund combinations. Solid knowledge of standard internal control concepts and finance, budget and accounting principles, policies, standards, processes and procedures; knowledge of legal business concepts and financial reporting. Knowledge of economic, accounting, business and management principles and practices involved in strategic planning and resource allocation. Management experience to include support of executive functions and ability to build and motivate staff teams. Excellent written and interpersonal communication skills including ability to actively listen and interact effectively with various levels and groups.

Demonstrated financial, mathematical and analytical skills. Advanced skills in critical analysis, solid decision making abilities and excellent negotiating skills in an international context. Ability to work independently, think creatively and use sound judgment under pressure. Ability and willingness to work within a consultative authority environment. Proficiency with MS Office, and advanced skills with Excel, including creation of financial models and managing and manipulating complex databases. Experience with financial modeling and methodologies for improving predictive accuracy to aid in strategic planning and decision making. Familiarity with financial databases, complex financial systems and QuickBooks or similar applications.

BA/BS degree in Accounting, Business Administration, Public Administration, Accounting, Finance or related field and five years of increasing responsibility in fiscal operations to include accounting and internal controls, financial analysis, budget management and operational management or an equivalent combination of education, training and experience.
?Preferred Qualifications: Advanced degree in related field. Certified Treasury Professional, CPA, or similar credential. Knowledge of fund accounting.
